Формирование опорного транспортного каркаса России как основы развития российско-китайской кооперации в рамках Полярного шелкового пути

В условиях трансформации мировой логистики, санкционного давления и переориентации внешнеэкономических связей России на Восток исследуется транспортно-логистическое взаимодействие России и Китая в Арктике в контексте сопряжения Северного морского пути и Полярного шелкового пути. Цель статьи — разработать концепцию матричного транспортно-логистического каркаса, объединяющего морские, сухопутные и речные маршруты. В отличие от линейных транспортных коридоров и обычных мультимодальных сетей, предлагаемая модель рассматривает СМП как широтную опорную ось, связанную с меридиональными железнодорожными и внутренними водными направлениями. Научная новизна заключается в обосновании матричной опорной сети, обеспечивающей перераспределение грузопотоков и расширение доступа внутренних территорий России к мировому океану. Методологическую основу составляют сравнительный индексный анализ с применением метода EDAS, системный анализ и концептуальное моделирование. Эмпирическая база включает поквартальные данные UNCTADstat за 2006–2024 гг. по индексам LSCI и PLSCI, показателям контейнерооборота, судостроения, флота под национальным флагом и численности сертифицированных моряков, а также научные публикации 2008–2025 гг., аналитические отчеты и стратегические документы России и Китая. Установлено, что Китай занимает первое место среди стран БРИКС по показателям морского и портового потенциала, тогда как Россия — четвертое. Асимметрия проявляется в контейнерообороте (246,6 млн TEU против 4,8 млн TEU), портовой связанности (1126 и 159 соответственно) и концентрации логистических мощностей. В то же время за период 2006–2024 гг. совокупный PLSCI российских портов вырос примерно на 61 %. Показано, что модель «Китай — Транссиб — арктические порты — СМП — Китай» может снизить порожний пробег контейнеров, повысить устойчивость грузопотоков и диверсифицировать экспортно-импортные маршруты между Россией и Китаем. Ключевыми условиями масштабирования модели выступают синхронизация навигационных режимов, развитие портовой и железнодорожной инфраструктуры, расширение контейнерной грузовой базы и институциональная координация.
