Выявление причин оттока населения из успешного дальневосточного арктического региона (1990–2020 гг.)

Проблема Дальневосточного макрорегиона после перехода к рыночной экономике — отток населения. Наибольшую долю населения (70 %) с 1990 г. потерял Чукотский АО — самый восточный арктический регион России. Внешняя успешность социально-экономического развития округа, о которой свидетельствуют рост производства в базовой отрасли и лидирующие места среди субъектов РФ по ряду ключевых среднедушевых показателей, не способствует притоку трудовых ресурсов, регион остается одним из самых малочисленных в России. Выяснению причин парадоксальной ситуации посвящено исследование 30-летней динамики социально-экономических процессов в округе. С этой целью проведен сравнительный анализ ключевых количественных и качественных показателей Чукотского АО в экономике и социальной сфере в условиях плановой экономики (1990 г.), когда регион был привлекательным для жизни, и рыночной (2020 г.), характеризующейся массовым оттоком населения. Для оценки уровня жизни использована авторская методика, позволяющая сравнить покупательную способность доходов населения в разных экономических условиях. Такой подход выявил существенное снижение уровня жизни с масштабного превышения над среднероссийским показателем в плановой экономике (в 3 раза) до незначительного превышения (22 %) в рыночных условиях. Отток населения из Чукотского АО является следствием сочетания двух факторов — смены экономической парадигмы и специфики функционирования арктического региона. Закрепление населения в северных и арктических регионах возможно только при существенно более высоком уровне жизни относительно других регионов России. Полученные результаты могут быть учтены для совершенствования социально-экономической политики северных и арктических регионов России.
