Отраслевые структурные сдвиги на примере экономики Удмуртской Республики

В условиях замедления темпов экономического роста актуальным становится вопрос определения отраслей-драйверов, которые обеспечат развитее на новых основаниях. Целью исследования является анализ отраслевых структурных сдвигов в экономике Удмуртской Республики в разрезе укрупненных видов экономической деятельности. Исследователи предположили, что в отраслевой структуре ВРП Удмуртской Республики произошли структурные сдвиги, которые не способствовали ускорению темпов экономичного роста. Для достижения поставленной цели были изучены теоретические аспекты структурных сдвигов, проведен ретроспективный анализ статистических данных за период с 2004 г. по 2021 г. В исследовании использовалась модифицированная методика макроструктурного динамического анализа, в рамках которой сопрягаются структурные сдвиги с темпами роста экономики, анализировались исторические предпосылки формирования структуры, использован индекс физического объема ВРП на душу населения вместо ВРП при оценке качества структурного сдвига, введено понятие «структурный детерминант экономического роста». Было идентифицировано два структурных лага и четыре малых периода, характеризующихся определенным соотношением обрабатывающей и добывающей промышленности, в которых произошло пять значимых структурных сдвигов. Сама отраслевая структура экономики региона является результатом природно-географических и политических факторов. Структурные сдвиги за рассматриваемый период не обеспечили долгосрочного экономического роста и принципиального изменения технологического уклада промышленности региона, так как являлись следствием волатильности мировых цен на нефть. Полученные результаты могут быть использованы для разработки региональной структурной политики с позиции отраслей-драйверов, обеспечения устойчивого экономического роста. Важным направлением будущих исследований является обоснование «оптимальности» структуры региональной экономики с учетом взаимозависимости развития отраслей, встроенности в национальную систему производства.
