Влияние деятельности социально ориентированных некоммерческих организаций на сбалансированное развитие регионов

На современном этапе отмечается важность расширения спектра факторов, способствующих обеспечению сбалансированности экономики регионов РФ. Результаты исследований подтверждают значимость деятельности социально ориентированных некоммерческих организаций (СОНКО) без учета спектра выполняемых организациями функций и количественной оценки их вклада в данный процесс. Это определило цель настоящего исследования, состоящую в разработке и апробации методического подхода к оценке влияния СОНКО на экономическую и социальную подсистемы региональной экономики для обеспечения сбалансированности ее развития. В отличие от существующего методического инструментария авторский подход основан на рассмотрении СОНКО в качестве активного экономического агента, реализующего спектр экономических, социальных и институциональных функций в системе управления сбалансированным развитием РЭС. Для оценки воздействия СОНКО на экономическое развитие построены эконометрические модели, базирующиеся на неклассической модели экономического роста Мэнкью-Ромера-Уэйла. Воздействие СОНКО на социальную подсистему основано на гипотезе оценки их вклада в формирование человеческого капитала региона посредством модификации расчета Индекса человеческого развития. Результаты моделирования показали, что при учете пространственной структуры данных и временнóго лага влияние СОНКО на экономический рост в регионах РФ снижается. В то же время установлено, что СОНКО в среднем по выборке повышают значение Индекса человеческого развития на 0,3 пункта. Анализ по панельным данным подтвердил высокую значимость уровня человеческого развития для регионального экономического роста, из чего можно заключить, что на современном этапе СОНКО способствуют экономическому росту в регионах РФ опосредованно. Это позволяет сделать вывод о необходимости изменения фокуса политики органов государственной власти по выстраиванию взаимодействия с региональными СОНКО, направленной на сокращение дифференциации институциональных условий в регионах РФ, создаваемых для их развития и обеспечивающих усиление их роли в достижении большей сбалансированности регионального развития.
