За гранью нормальности: особенности структуры экономической деятельности в арктических городах и поселках

Высокие транспортные издержки и узость местного рынка сбыта — ключевые ограничения развития арктических городов, особенно удаленных. Однако есть факторы, способствующие диверсификации экономики арктических городов: 1) специфический местный спрос на уникальные товары и услуги (в том числе на так называемые освоенческие услуги), 2) условия транспортной изоляции способствуют развитию производств товаров и услуг, которые нецелесообразно / невозможно доставить из более южных районов (особенно на ранних стадиях освоения территории). Целью статьи является выявление особых механизмов формирования спектра экономической деятельности в населенных пунктах в условиях удаленности. Решаются задачи: 1) теоретическое обоснование факторов развития экономики арктических городов, 2) подбор показателей для оценки степени разнообразия видов экономической деятельности в удаленных городах и поселках Российской Арктики,
3) анализ полученных результатов. Для повышения разнообразия видов экономической деятельности малых населенных пунктов оказалась особенно значима степень удаленности от ближайшего более крупного населенного пункта. В удаленных городах и поселках Якутии, Чукотки и др. с численностью около 5 тыс. жителей и даже меньше наблюдается умеренно повышенное разнообразие видов экономической деятельности (как по общему числу предприятий и организаций на тысячу жителей, так и по числу кодов ОКВЭД на тысячу жителей). Предлагаемое объяснение: в условиях удаленности малые населенные пункты выполняют городские функции, в «нормальных» условиях свойственные более крупным городам: функции экономических и социокультурных центров окружающей территории, по сути — опорных населенных пунктов арктических территорий. В расширении функциональной роли малых населенных пунктов в условиях удаленности состоит важная особенность развития городской сети Арктики и Севера. Результаты будут полезны при разработке мер государственной политики в отношении опорных населенных пунктов Арктической зоны Российской Федерации.
