Арктические регионы России в межрегиональных миграционных связях

Понимание текущих и прогнозирование будущих миграционных процессов актуализирует исследования исторически сложившихся тенденций миграционной связанности стратегически важных арктических регионов с другими регионами страны. Цель статьи заключается в исследовании миграционной связанности арктических регионов с другими регионами России на основе данных Всероссийских переписей населения и статистики межрегиональной миграции Росстата за 2007–2010 и 2017–2021 гг. Анализ миграционных потоков выявил тенденцию снижения миграционной мобильности населения применительно к регионам российской Арктики. В то же время для восьми из девяти арктических регионов характерно отрицательное сальдо миграции. Для описания тенденций локализации населения предложена трехкомпонентная модель: центры притяжения, регионы с сильной взаимной локализацией и регионы с обычной локализацией. Выявлены справедливость данной модели для всех регионов России и прямая связь между входящими и исходящими миграционными потоками. Результаты анализа изменчивости коэффициентов локализации позволяют говорить о том, что миграционные потоки из арктических регионов к настоящему времени уже сформировались, а входящие потоки более подвержены изменениям. В работе предложен новый подход к измерению устойчивости миграционных потоков во времени на основе оценки коэффициента вариации. Сформирована классификация регионов АЗ РФ по устойчивости миграционных потоков: регионы с устойчивыми миграционными потоками, с динамическими миграционными потоками и с неустойчивыми миграционными потоками. В ходе статистического анализа устойчивости миграционных потоков доказана их стабилизация с течением времени на исследуемом периоде. Проверка гипотезы о влиянии на устойчивость миграционных потоков удаленности регионов друг от друга выявила искомую зависимость лишь в пределах 2 тыс. км между столицами регионов. Представленные результаты структурируют тенденции пожизненной и долгосрочной миграции между арктическими и остальными регионами России и обозначают основные направления для стратегического управления в области межрегиональной миграции.
