Оценка адаптации населения регионов России к цифровым технологиям

Цифровизация общественной жизни является одним из важнейших вызовов внешней среды на современном этапе развития, что определяет необходимость активной адаптации населения к новым реалиям. Россия достаточно успешно справляется с внедрением цифровых технологий и занимает места в середине различных мировых «цифровых» рейтингов. Однако в российских регионах наблюдается существенная дифференциация уровня адаптации населения к цифровым технологиям. Согласно нашей гипотезе, скорость и преодоление барьеров адаптации определяются, в первую очередь, демографическими характеристиками региона. В связи с этим целью исследования является разработка методологии и обоснование инструментария оценки адаптации населения российских регионов к цифровым технологиям. Работа основана на данных выборочного наблюдения Росстата о состоянии информационного общества за 2014–2020 гг., использованы методы статистического, картографического, факторного и регрессионного анализа. Эконометрическая оценка проведена в программной среде R. Результаты эконометрического моделирования показали, что значимыми демографическими факторами адаптации населения регионов России к цифровым технологиям являются гендерная принадлежность и место проживания (город / село). В частности, для покупок более активно интернет используется городскими женщинами, а для получения государственных услуг — городскими женщинами и сельскими мужчинами. Установлено, что в связи с активным приобретением цифровых компетенций широкими слоями населения постепенно снижается значимость таких факторов-барьеров (ограничений), препятствующих адаптации, как стоимость подключения, наличие которого смещается в область базовых потребностей, а также отсутствие навыков. Выявленные эффекты имеют различия по своей величине, но значимы практически для всех российских регионов. В перспективе разработанную методологию исследования предполагается применить в анализе других аспектов социальной и экономической адаптации населения регионов к современным вызовам. Результаты могут использованы в сфере государственного управления, в частности, при обосновании и реализации национального проекта «Цифровая экономика».
