Одной из ключевых функций системы образования является подготовка кадров для экономики и социальной сферы. Образование влияет не только на потенциальную возможность индивида увеличить свой будущий доход, но может рассматриваться как источник социально-экономического развития региона. Прирост будущих доходов работника, выходящего из системы образования, может считаться его потенциальным вкладом в благосостояние общества. Статья содержит результаты оценки вклада образования в социально-экономическое развитие субъектов Российской Федерации, проведенной Центром экономики непрерывного образования ИПЭИ РАНХиГС в 2016 г. Для проведения этой оценки была разработана методология расчета потенциального вклада образования в социально-экономическое развитие регионов России, исходящая из того, что выпускники организаций образования, выходя на рынок труда, обеспечивают потенциал экономического роста и функционирования социальной сферы. За период с 2005 г. по 2016 г. был проведен анализ вклада образования для следующих уровней системы: среднего общего образования, начального профессионального (с 2013 г., согласно новому закону «Об образовании в Российской Федерации», система начального профессионального образования интегрирована в структуру среднего профессионального образования как программы подготовки квалифицированных рабочих), среднего профессионального и высшего образования. Для выборки из десяти субъектов Российской Федерации анализ вклада высшего образования в социально-экономическое развитие регионов России проведен в разрезе укрупненных групп направлений подготовки и специальностей. Согласно результатам исследования, основной вклад в социально-экономическое развитие субъектов Российской Федерации вносит система высшего образования. Потенциальный вклад системы общего образования в социально-экономическое развитие субъектов Российской Федерации обусловлен, в первую очередь, тем, что оно обеспечивает подготовку учащихся для следующих уровней образования, а не выход выпускников на рынок труда.Библиографические ссылки
