Влияние региональных социально-экономических факторов на заработную плату работников малых и средних предприятий

Малое и среднее предпринимательство пока не получило в России достаточного развития, что во многом обусловлено существенным отставанием величины заработной платы работников малых и средних предприятий (МСП) от величины зарплат в других сферах экономики. Поэтому проблема изучения факторов, которые оказывают влияние на оплату труда в МСП, представляется актуальной. Целью исследования являлась оценка влияния на уровень заработной платы работников МСП социально-экономических факторов, сложившихся в регионах России. К числу рассматриваемых факторов относились уровень безработицы, доходы жителей региона и бюджетные расходы региона. Проведен анализ соотношений сложившихся значений среднемесячной заработной платы работников МСП и прожиточного минимума по каждому из регионов. В качестве исходной информации в процессе исследования использовались официальные статистические данные за 2015 г. по 82 регионам Российской Федерации. Произведена оценка трехфакторной степенной регрессионной модели, которая описывает зависимость среднемесячной заработной платы от удельных показателей доли безработных в экономически активном населении, среднемесячных доходов и бюджетных расходов в расчете на одного жителя каждого региона. Анализ соотношений между значениями заработной платы работников МСП и установленным в регионах прожиточным минимумом выполнен с использованием функции плотности нормального распределения. Научная новизна: доказана взаимосвязь заработной платы работников МСП и указанных трех факторов, показано, что заработная плата увеличивается с уменьшением первого фактора и ростом каждого из остальных двух факторов, соответствующая модель регрессии имеет высокое качество. Анализ показал наличие значительной дифференциации заработной платы работников МСП в регионах России. В статье предложены инструменты оценки заработной платы в МСП и определения регионов с недостаточным ее уровнем, которые могут обеспечить развитие предпринимательства в перспективе. Дальнейшие исследования связаны с рассмотрением оплаты труда в МСП, относящихся к различным видам экономической деятельности.
