Классификация факторов развития внешнеэкономической деятельности региона в условиях глобальных вызовов

В условиях появления новых глобальных вызовов (пандемия, усиление протекционистских ограничений, развитие передовых производственных технологий, цифровизация и энергопереход) требуется переосмысление факторов, определяющих развитие внешнеэкономической деятельности региона с точки зрения универсализации подходов, их взаимодополняемости и взаимоувязки. Цель исследования: выявление, систематизация, структурирование освещаемого мировым научным сообществом многообразия современных факторов развития внешнеэкономической деятельности региона с учетом глобальных вызовов. Методическим обеспечением выступил поиск научной литературы в международных (Scopus и WoS) и российских (Elibrary.ru, сайты журналов) базах данных с поисковыми терминами «региональная внешнеэкономическая деятельность», «экспорт региона», «глобальные вызовы», «поддержка экспорта», «иностранные инвестиции» и др. Выбирались русско-и англоязычные статьи и книги 1980-2021 гг. (всего 143), посвященные регионам разных российских федеральных округов, стран разных регионов мира, развитых и развивающихся, с целью отразить точки зрения, обусловленные спецификой экономики и уровнем развития регионов. Научная выборка позволила охватить широкий спектр теоретических подходов и произвести структурный анализ факторов внешнеэкономический деятельности методом мультипараметрической многоуровневой классификации. Выявляемые факторы развития внешнеэкономической деятельности сопоставлялись и выделялись в максимально однородные группы с многоуровневой структуризацией (макрогруппы факторов - группы факторов - подгруппы - факторы). В результате анализа и синтеза проанализированных научных подходов факторы классифицированы в 5 макрогрупп с установлением связей между ними: глобальные вызовы и факторы страны-партнера, природно-ресурсный, отраслевой (промышленный) и транспортно-инфраструктурный потенциал, организационные факторы (квалификация специалистов, финансовые условия, предпринимательское сообщество), инвестиционный, инновационный и имиджевый потенциал; государственная поддержка внешнеэкономической деятельности. Классификация учитывает уровни: глобальный, национальный, региональный, участников внешнеэкономической деятельности, отдельных индивидов; учитывает новые виды ресурсов; учитывает прямые и косвенные факторы развития внешнеэкономической деятельности. Полученные результаты могут выступать основой для разработки методических подходов, моделей и прогнозных оценок развития внешнеэкономической деятельности региона на кратко-, средне- и долгосрочный период.Библиографические ссылки
