Региональные аспекты индустриального развития: обзор подходов к формированию приоритетов и механизмов регулирования

Аннотация

Возрастающие экономические и политические риски в современном мире актуализировали значимость промышленности как надежного гаранта суверенитета любой страны и основного источника обеспечения достойного уровня жизни ее населения. Статья посвящена глобальным трендам трансформации промышленности и региональным аспектам современного этапа индустриального развития. Цель исследования заключается в систематизации представленных в мировой литературе научных подходов к формированию приоритетов и механизмов регулирования индустриального развития на региональном уровне. Показано, что эволюционируют не только промышленный комплекс, но и сами подходы, связанные с обоснованием приоритетов развития промышленности, механизмами регулирования и критериями оптимального пространственного размещения. В исследовании использован метод систематического обзора публикаций (SLR), основанный на анализе публикаций, релевантных цели и задачам статьи. В статье отмечается, что в научной литературе сложился спектр понятий, которые характеризуют текущие процессы, происходящие в промышленности - это четвертая промышленная революция, Индустрия 4.0, цифровая трансформация промышленности и новая индустриализация. Анализ публикаций показал, что зачастую присутствует смешение данных понятий. Авторы изложили сущность данных понятий, области их пересечения и различия. Также в исследовании представлены подходы к региональному индустриальному развитию и пространственному размещению промышленности, которые сформулированы в научной литературе в 2011-2021 гг. Авторы провели критический анализ трех современных концепций, раскрывающих региональные аспекты индустриального развития - концепция регионального промышленного пути, концепция «умной» специализации региона и концепция промышленной идентификации региона. Область применения результатов обзора мировых и российских публикаций связана с обоснованием нишевых сегментов для исследований промышленного развития российских регионов. В статье выделены актуальные исследовательские ниши: разработка методического инструментария выбора нового промышленного пути для региона, обоснование региональных приоритетов согласно принципам концепции «умной специализации», разработка эффективных механизмов региональной промышленной и инновационной политики, а также исследование взаимосвязи кластерных конфигураций и инновационной активности региона.
