Развитие промышленности России в контексте перехода к циркулярной экономике и Индустрии 5.0

В условиях перехода к циркулярной экономике и становления Индустрии 5.0 возрастает потребность в инструментах комплексной оценки трансформации промышленности. Цель исследования заключается в разработке методического подхода и в последующей оценке уровней развития промышленности России в условиях перехода к циркулярной экономике и Индустрии 5.0 за период 2015–2024 гг. Эмпирической базой исследования послужили официальные статистические данные по промышленному производству в Российской Федерации за 2015–2024 гг., отобранные по критериям сопоставимости и полноты. Применяются методы структурного и логического анализа, сравнительно-экономический подход, нормализации показателей на основе «мини-макс» масштабирования и интегральной оценки, обобщение и систематизация теоретических и эмпирических исследований. В результате предложена Матрица CE × I5.0, позволяющая классифицировать уровни развития промышленности. Анализ динамики позиционирования показывает неравномерный характер изменений. В 2015 г. показатели I5.0 и CE локализуют промышленность в квадранте VI, характеризующем средний уровень циркулярных практик при низком технологическом развитии. В 2016–2018 гг. значения постепенно увеличивались, произошло смещение в квадрант VIII, что отражает эволюционные изменения без качественных сдвигов. В 2019 г. рост CE и I5.0 обозначает переход в квадрант V, свидетельствующий о постепенной адаптации к новым технологическим и институциональным условиям. Регресс зафиксирован в 2020 г. и 2022 г. из-за системных ограничений и снижения инвестиционной активности. В 2021 г. и 2024 г. наблюдается восстановление (локализация в квадранте IV), формирующее основу устойчивого развития. Эмпирические результаты подтверждают наличие устойчивой взаимосвязи между степенью внедрения принципов циркулярной экономики и уровнем технологического развития промышленности, выявляют синергетический эффект их совместной реализации, проявляющийся в повышении экономической эффективности, снижении ресурсной зависимости и укреплении устойчивости промышленного производства в долгосрочной перспективе. Результаты исследования могут быть использованы при разработке программ технологической модернизации промышленности.
