Методический инструментарий диагностики диверсификации сельской экономики

Статья посвящена актуальной проблеме регионального развития - разработке методического инструментария, учитывающего использование потенциала сельских территорий при переходе от узкоотраслевой к многопрофильной экономике. Гипотеза исследования предполагает возможность формирования системы социально-экономических показателей, позволяющих диагностировать уровень диверсификации сельской экономики и дать рекомендации по ее развитию. Несмотря на высокий уровень методологической разработанности, изучение возможностей диверсификации сельской экономики затруднено ввиду недостаточности информационно-статистической базы, отражающей отраслевые и ресурсные аспекты, а также отсутствия единого методического подхода. В рамках настоящего исследования разработана методика диагностики диверсификации сельской экономики, базирующаяся на сочетании статистических и экспертных методов, позволяющая оценить состояние материальных, человеческих и социальных ресурсов села, а также выделить приоритетные направления развития по основным группам экономической деятельности. Предложенная методика включает следующие этапы: отбор показателей, характеризующих наличие и использование ресурсов сельских территорий, расчет индивидуальных индексов ресурсообеспеченности, выявление весовых коэффициентов значимости показателей на основе корреляционно-регрессионного анализа, измерение уровней показателей по статистическим данным, выбор наиболее целесообразных направлений диверсификации на основе экспертных оценок, определение интегрального уровня диверсификации в матричной модели, разработка мероприятий по развитию сельской экономики и прогноз ожидаемого эффекта их реализации. Предполагается, что результаты диагностирования позволят отобразить реальную ситуацию и выделить альтернативные виды деятельности, обеспечивающие повышение занятости и уровня жизни сельского населения. Результаты исследования могут быть использованы органами управления при разработке дифференцированной политики сельского развития.Библиографические ссылки
