Russia’s importance as a partner for China is on the rise, yet scholarly work on their joint efforts to build independent IT capacity and define information security rules remains scarce. This paper addresses this gap by examining the current state of China–Russia IT investment and exploring potential future areas for cooperation. The analysis relies on a tripartite methodological approach. Legally, the study scrutinises core national instruments as well as treaties and memorandums within the BRICS and Shanghai Cooperation Organization (SCO) frameworks, assessing how China and Russia aim to shape digital governance norms. Empirically, it draws on qualitative case studies of Sino-Russian technology and investment projects launched after 2022, particularly in AI and the digital economy, to uncover the domestic drivers and external pressures influencing bilateral collaboration. Quantitatively, the research analyses bilateral IT industrial statistics from official records and databases, using descriptive trend analysis to track developments in cooperation scale, trade structure, total investment, and cross-border capital flows. China and Russia have adopted distinct models of network and information governance and investment. While China blends a statute-based cyber-governance framework with market-led investment dynamics and a mature AI sector, Russia prioritises sovereignty and security. Both countries use multilateral platforms such as BRICS and the SCO to advance alternative governance norms. The findings offer insights relevant to bilateral policy coordination, investor risk assessment, and the strategic design of future cooperation.</p></abstract><abstract xml:lang="ru"><p>Китай и Россия относятся к наиболее динамично развивающимся ИТ-экономикам в Евразии. Между двумя странами расширяется инвестиционное сотрудничество в сфере цифровой экономики, зелёного развития и облачных вычислений. При этом роль России как партнёра Китая последовательно возрастает. Вместе с тем в научной литературе по-прежнему недостаточно работ, посвящённых совместным усилиям государств по формированию собственного ИТ-потенциала и выработке правил обеспечения информационной безопасности. Настоящая работа призвана восполнить этот пробел: в ней проведён анализ текущего состояния китайско-российского инвестиционного сотрудничества в ИТ-сфере, а также рассмотрены перспективные направления для дальнейшего взаимодействия. Методологическая база исследования состоит из трех компонентов. В правовом аспекте изучаются ключевые национальные нормативные акты, а также договоры и меморандумы в рамках БРИКС и Шанхайской организации сотрудничества (ШОС). Цель этого блока — оценить, как Китай и Россия формируют нормы цифрового управления и продвигают собственные подходы к регулированию цифровой среды. Эмпирическая часть исследования основана на качественных кейсах технологических и инвестиционных проектов, реализованных Китаем и Россией после 2022 г., в том числе в области ИИ и цифровой экономики. Анализ кейсов позволяет выявить внутренние стимулы и внешние факторы, определяющие динамику двустороннего сотрудничества. В количественном блоке используются статистические данные по ИТ-сектору из официальных источников и баз данных. С помощью описательного анализа трендов отслеживаются изменения в масштабах сотрудничества, структуре торговли, объёме инвестиций и трансграничных потоках капитала. Наблюдаются различия в подходах Китая и России к управлению информационной и сетевой средой, а также к инвестиционной политике. Китай сочетает нормативно-правовую основу киберуправления с рыночными механизмами привлечения инвестиций и развитым сектором искусственного интеллекта. Россия, в свою очередь, делает акцент на обеспечении цифрового суверенитета и безопасности. Обе страны задействуют многосторонние площадки, в частности БРИКС и ШОС, для продвижения альтернативных моделей регулирования цифровой сферы.
