This study presents a methodology for assessing digital ecosystem development across Russian regions by constructing an ecosystem development index and analysing the factors underlying regional differentiation. The methodology is based on statistical analysis and index methods, aggregating normalized indicators across five dimensions: technological foundation, investment and costs, innovation potential, human resource and competency support, and cooperation infrastructure. The analysis relies on official statistical data for 2023. The results reveal pronounced interregional disparities: the gap between leading regions (Nizhny Novgorod Oblqst, Saint Petersburg, Moscow) and lagging regions (Ingushetia, Dagestan, Tuva) reaches up to an order of magnitude. The most advanced digital ecosystems are concentrated in Central and Northwestern Russia, while many regions remain at an early stage of ecosystem formation. The findings may support the development of regional digital transformation strategies and inform policy measures aimed at fostering digital ecosystems. A key limitation of the study is its reliance on the quality and classification of official statistical data, which in some cases required methodological adjustments.</p></abstract><abstract xml:lang="ru"><p>В условиях активной цифровой трансформации экономики формирование и развитие цифровых экосистем становится одним из ключевых факторов повышения конкурентоспособности регионов. Несмотря на значительное количество исследований, посвящённых этой проблеме, остаётся недостаточно изученным вопрос комплексной оценки степени их внедрения на региональном уровне. Целью работы является развитие методики оценки процесса внедрения цифровых экосистем в регионах России, для чего была разработана структура индекса экосистемного развития, проведена формализация показателей для его расчёта, а также реализована попытка интерпретации особенностей и факторов, определяющих дифференциацию значений индекса. В исследовании применены методы статистического анализа и индексирования, основанные на агрегировании нормированных показателей по пяти блокам. В качестве исходных данных использованы актуальные статистические материалы субъектов РФ за 2023 г. В выборку вошли индикаторы, характеризующие технологическую основу цифровых экосистем, инвестиционно-затратный аспект, инновационный потенциал, кадрово-компетентностное обеспечение и инфраструктуру кооперации участников. Результаты исследования показали наличие существенной межрегиональной дифференциации: разрыв между лидерами (Нижегородская область, Санкт-Петербург, Москва) и аутсайдерами (Республика Ингушетия, Республика Дагестан, Республика Тыва) может достигать десятикратной величины. Наиболее развитые экосистемы концентрируются в Центральной России и на Северо-Западе, тогда как значительная часть регионов РФ демонстрирует начальные стадии формирования цифровых экосистем. Результаты исследования могут быть использованы при разработке региональных стратегий цифровой трансформации, формировании мер государственной поддержки развития экосистем.
