This study aims to develop a methodological framework for assessing the effectiveness of SIEs. The research is based on an ecosystem approach, which considers industrial enterprises not as isolated entities but as dynamic networks of interconnected actors united by a common platform and oriented toward the joint production of goods and services. The proposed unified system of indicators comprises 18 metrics grouped into six dimensions: production, human capital, finance, ecology, innovation, and digitalization. The study applies the methodology to three high-tech Russian sectors that showed the highest growth rates in 2024: pharmaceuticals and medical materials; computers, electronic and optical products; and other transport equipment. The results confirm the hypothesis that these sectors exhibit the key characteristics of sectoral industrial ecosystems. The analysis also identified several challenges, including low return on sales, insufficient investment in environmental protection, and lagging digitalization indicators. The toolkit presented in this study for monitoring and managing SIEs allows identifying structural imbalances, and informing targeted state and corporate policies. Future research may focus on refining the indicator system, deepening the analysis of inter-industry linkages, and developing management algorithms to support the sustainable development of sectoral industrial ecosystems.</p></abstract><abstract xml:lang="ru"><p>В условиях глобальной экономической нестабильности, усугубляемой геополитическими конфликтами и разрывами цепочек поставок, отраслевые промышленные экосистемы (ОПЭ) приобретают особую значимость для обеспечения технологического суверенитета и снижения критической зависимости от импорта. Данное исследование ставит своей целью разработку методического подхода для оценки эффективности ОПЭ. В работе использован экосистемный подход, который позволяет рассматривать предприятия отрасли не как изолированные элементы, а как динамичные сети взаимосвязанных субъектов, объединенных общей платформой и ориентированных на совместное производство продукции и услуг. Авторами предложена унифицированная система индикаторов, включающая 18 показателей, сгруппированных в шесть проекций: производство, человеческий капитал, финансы, экология, инновации и цифровизация. Для апробации методики были выбраны три российские высокотехнологичные отрасли, демонстрирующие наибольшие темпы роста в 2024 г.: производство лекарственных средств и медицинских материалов; производство компьютеров, электронных и оптических изделий, а также производство прочих транспортных средств и оборудования. Результаты исследования подтвердили гипотезу о том, что данные отрасли обладают признаками ОПЭ. Анализ выявил и ряд проблем, таких как низкая рентабельность продаж, недостаточный уровень инвестиций в охрану окружающей среды и отставание по показателям цифровизации. Представленный в работе инструментарий для мониторинга и управления отраслевыми промышленными экосистемами позволяет выявлять дисбалансы и разрабатывать адресные меры государственной и корпоративной политики.
